When 21 affordable housing units located on Clay Street were set to be destroyed to build a new headquarters for the Bank of Canton, a tenants association filed a lawsuit to demand replacement of the units. 9th Avenue Terraces was part of the settlement of that lawsuit. The Bank of Canton agreed to build 21 units of replacement housing and 9th Avenue Terraces consists of 14 of those units. The Bank of Canton owns the building and Chinatown CDC master leases and manages the property. The building is a testament to the work of community members and the Chinatown CDC to fight tenant displacement.
