Assistant Manager

Job Summary: The Assistant Manager assists the Property Manager in managing the daily building operations, which includes maintaining safety and security of the building for the residents. This position involves extensive interaction with both on-site staff and tenants.

 

Essential Duties:

  • Update visitor/guest log, daily log, and other front desk forms
  • Properly screen all visitors/guests who enter and leave building
  • Create and maintain tenant files and waiting list
  • Handle typing, photocopying, faxing, and filing
  • Process daily mail and screen incoming phone calls
  • Assist with paperwork for housing application and rent collection process
  • Assist with rent bank deposits
  • Assist in the tenant re-certification process in compliance with all applicable regulatory agencies
  • Order office supplies, fill out maintenance work orders, and distribute memos and notices
  • Assist the Property Manager with compiling and completing tenant information for monthly and annual summary reports
  • Maintain orderliness of front entrance, lobby, and adjoining rooms/areas
  • Address tenant requests/disputes and respond to building emergencies
  • Assist tenants and perform other duties as required for successful operation of building
  • Assist tenants with physical disabilities as needed
  • Rrespond to any reasonable modification requests in a timely fashion
  • Support Property Manager as needed
  • Follow policies and procedures, including safe work practices
  • Perform other duties as assigned

Deputy Director

THE ORGANIZATION

Since its founding in 1977, the Chinatown Community Development Center has become a nationally respected award-winning community development organization. After three decades of service, the Chinatown CDC has much of which to be proud. It owns 22 affordable housing developments serving over 2200 low income seniors and families in San Francisco. It nurtured many grass roots organizations led by seniors, immigrant families, and youth, whose combined membership exceeds 1600 people. It improved the Chinatown neighborhood with new community centers and parks, streets and alleyways, and transportation projects. Chinatown CDC is an influential advocate locally and a leading organization in the community development field nationally.

The Chinatown CDC recently adopted a five year Strategic Plan and Financial Plan that represents a recommitment to its mission and organizational values and includes strategies for the future to build leadership in the community, address neighborhood changes, develop new affordable housing, and strengthen the organization’s asset base. The current combined operating budget (programs and housing assets) of the organization is $20 million. It has over $200 million in assets, held in 12 subsidiary organizations. A diverse and energetic staff of over 100 employees actively administers programs and services each day.

In keeping with its mission, the Chinatown CDC is seeking a bright, energetic, strategic and committed professional for its Deputy Director as the organization plans for its future. As our founding Executive Director will be retiring in spring, 2010, the Deputy Director will play a key role in the transition of the executive leadership of a mature and well-respected organization.

Primary Responsibilities

The Executive Team manages the organization’s overarching strategies and functions, which consists of the Executive Director and two Deputy Directors. As a member of the Executive Team and Management Team, the Deputy Director plays a central role in Chinatown CDC’s leadership and works closely with a 27-seat Board of Directors. Reporting to the Executive Director, the Deputy Director leads, oversees, and coordinates all daily operations through the development and implementation of systems, policies and processes to manage the organization’s current activities, future growth and expansion. The Deputy Director is responsible for effectively supervising the Director of Property Management, Director of Housing Development, Chief Financial Officer, Senior Human Resources Manager, Asset Manager and Executive Assistant. The position indirectly supervises 65 employees.

Candidate Profile

The ideal candidate must have a strong commitment to working in a progressive community development and mission-driven organization. S/He must possess excellent organizational and leadership skills, excellent verbal and written communication skills, strong analytical and financial skills and an ability to work independently and as a team player. S/He must possess a strong background and proven experience with supervision and multiple department coordination. A flexible management style, sense of humor, and ability to work well under pressure is essential. A minimum of 5 years experience with affordable real estate development and/or property management, community development and non-profit management is required. An advanced degree (MBA, MPP, MPA) is preferred.

RESPONSIBILITIES

Executive Functions

  • Participate as a member of the Executive Team with the Executive Director and Deputy Director of Programs to manage overarching organizational strategies and functions
  • Serve as the organization’s representative on select issues and to cultivate and manage external relationships to the greater community including community agencies, community leaders, elected officials, constituent groups, funders, and government agencies

Senior Management Oversight

  • Participate as a member of Management Team

Board Management

  • Prepare and present reports to the 27-seat Board of Directors and Executive Committee at monthly meetings and attend various Committee meetings
  • Actively assist the Executive Director to manage the Board and Committees, which includes agenda setting and calendaring, nomination and staffing, overall corporate structure, by-law revisions, and policies and issues coordination between committees
  • Serve as staff liaison to Board Committees and respond to their requests
  • Recruit Chinatown CDC Board and Committee members
  • Participate in orienting and leading building tours for new Board and Committee members

Supervisory Duties

  • Oversee the Property Management, Housing Development, Fiscal/MIS, and Human Resources/Administration Departments, providing support to the respective department director
  • Supervise, train, and oversee the work of the Director of Property Management, Director of Housing Development, Chief Financial Officer, Senior Human Resources Manager, Asset Manager and Executive Assistant
  • Conduct performance reviews and develop work goals for staff supervised
  • Recruit, interview, and select candidates for directly supervised and key executive position vacancies

Administrative

  • Coordinate with departments on portfolio asset management activities

  • Coordinate the organization’s efforts to implement, monitor, and evaluate its programs

Project Coordinators - SRO Families Collaborative (Chinatown/Tenderloin)

The SRO Families United Collaborative is a multiracial, multilingual collaboration of 5 community-based organizations (based in Chinatown, the Mission, the Tenderloin, and South of Market) that share the common goals of organizing and empowering families living in Single Room Occupancy (SRO) hotels to defend their rights, improve conditions in their buildings, access services, and seek decent housing.  The five Collaborative agencies are the Chinatown Community Development Center, Chinese Progressive Association, Coalition on Homelessness, South of Market Community Action Network, and a community organization serving the Mission district.

 

The Chinatown Community Development Center is currently hiring two (2) Project Coordinators for the SRO Families United Collaborative, who will work closely with the Chinatown, Mission, Tenderloin, and South of Market SRO neighborhoods.

 

A private nonprofit organization established in 1977, Chinatown Community Development Center’s mission is to build community and enhance the quality of life for San Francisco residents through its roles as neighborhood advocates, organizers and planners, and as developers and managers of affordable housing. 

 

Responsibilities:

To ensure the smooth functioning of Collaborative, working closely with the co-Project Coordinator in Chinatown:

  • Coordinate creation and implementation of work plans in conjunction with co-Project Coordinator, Collaborative staff and peer outreach workers.
  • Coordinate representatives from Collaborative organizations for meetings and other project activities.
  • Coordinate communication among Collaborative agency members for project activities and campaigns, including joint trainings for peer outreach workers, meetings for families, Collaborative retreats, and implementing community organizing goals, and organizing SRO families to advocate for their needs.
  • Ensure representation of the Collaborative and SRO families and their needs at relevant community and citywide forums and meetings.
  • Advocate for SRO families’ needs to City Departments and public officials and maintain communication with relevant city agencies.
  • Develop, expand, collect & distribute relevant information, resources, and materials for SRO families.
  • Provide support to the Mission, Tenderloin, and SOMA neighborhood-based Collaborative events and activities as needed
  • Support the Collaborative’s Fundraising and Management Committee by coordinating meetings, taking notes, doing the agenda, etc.  Support the fundraising efforts for the Collaborative as directed.
  • Support the administrative function of the Collaborative, including staffing Collaborative meetings, taking notes, setting agendas, and helping to develop operating systems and policies for the Collaborative.
  • Collect data from Collaborative organizations and prepare monthly progress reports and year end report s to submit to funders.

Qualifications:

  • Bilingual (preferably bicultural) and biliterate in Spanish/English required for Tenderloin position.
  • Bilingual (preferably bicultural) and biliterate in Cantonese/ English required for Chinatown position.
  • Previous community organizing experience, including campaign coordination and advocacy.
  • Knowledge of issues facing low-income tenants in San Francisco.
  • Strong organizational and administrative skills.
  • Strong verbal and written communication skills and experience with meeting facilitation.
  • Experience working with people of diverse backgrounds.
  • Experience working with collaboratives or multi-agency coalitions preferred.

Property Manager

Job Summary: The Property Manager oversees all aspects of the building’s daily operations, ensuring safe living conditions for residents and a positive work environment for staff. S/he is responsible for ensuring the building complies with funding agency regulations. The position requires a strong leader and a team player who has good conflict-resolution skills and is able to respond calmly to crisis situations.  S/he must understand and be sensitive to the issues that face low-income residents and practice sound personnel and building management practices. This position requires working independently in an active and bustling neighborhood.

PRIMARY RESPONSIBILITIES

  • Oversee all aspects of the building(s)’ daily operations, ensuring safe living conditions for residents
  • Responsible for complying with all guidelines, procedures, and regulations of all applicable regulatory agencies
  • Process paperwork for applications, move-ins, move-outs and certifications
  • Perform regular property management accounting on computerized accounting system
  • Create and complete all regular reports (e.g. vacancy report, monthly statistical report, project status report, MOH, HCD, Welfare Exemption, etc.)
  • Create/manage files for residents and maintain integrity of applicant waiting list
  • Collect rents and security deposits, and make bank deposits
  • Orient new residents to building site, policies and programs
  • Respond to staff or resident grievances and provide problem resolution assistance
  • Complete annual and interim re-certifications and perform annual (and interim) unit inspections
  • Report regularly to supervisor on status of buildings, program, staff and residents

Supervisory Duties

  • Supervise, train, and oversee the work of all staff supervised

 Senior Community Organizer - AAA

Job Summary: Organize, mobilize and empower local youth to be leaders for their community by educating, planning and coordinating youth-initiated service and advocacy projects, leadership training curriculum and meetings under Chinatown CDC’s Youth Leadership Program.  Direct the CATS (Chinatown Alleyway Tours) program, currently a youth employment training and cultural & community enrichment program for high school and college students to lead Chinatown tours.  Market and develop CATS into an economically self-sufficient enterprise.  Develop an alumni program for Adopt-An-Alleyway (AAA) Youth Project high school graduates.

Essential Duties:

  • Direct the Adopt-An-Alleyway Youth Project (AAA) to organize, mobilize and empower local youth to be leaders for their community: 

-   Plan and implement youth initiated service and advocacy projects

-   Develop and coordinate youth leadership training and workshop     curriculum, including Documentary/Video-making classes, College Prep Classes, and Creative Writing Classes, etc.

  • Organize Chinatown community service projects and special youth events
  • Coordinate social events for youth including at least two retreats, a holiday party and Spring BBQ
  • Coordinate all AAA youth meetings and workshops, working with AAA to conduct membership recruitment and outreach
  • Direct and manage the Chinatown Alleyway Tours (CATS) program and develop CATS into an economically self-sufficient enterprise
    • Supervise and train up to 15 high school and college student tour guides
    • Market and expand the scope of CATS tours to reach a broader market and develop it into an income-generating enterprise
    • Solicit sponsors for CATS program
    • Coordinate and manage tours including scheduling, assigning tour guides, developing tour program and contents, etc.
  • Create programs for Adopt an Alleyway Alumni Association (AAAA), meeting on a regular basis with the Alumni Coordinator, to plan and implement programs
  • Supervise 2 full- time Community Organizers on various projects:  (1)  youth-led organizing/advocacy campaign with a core of 5 youth leaders; (2) Youth for SROs community service projects (includes working with youth volunteers to run a food pantry for SRO residents), etc.
  • Represent organization and build relationships with other San Francisco youth programs, high schools, community agencies, city agencies and departments;
  • Attend and speak at community meetings, public hearings and collaborative meetings dealing with youth issues and community needs
  • Perform advocacy on youth issues and community needs in San Francisco
  • Mentor young people
  • Work with other staff on joint projects as appropriate
  • Assist in grant writing and reports to funders
  • Contribute to a safe and pleasant work environment

Senior Planner - Economic Development

Job Summary:  Chinatown CDC is rebuilding its Planning Team to refocus on community and land use needs in the neighborhood.  The Senior Planner focuses on issues of Economic Development and Transportation primarily in the San Francisco Chinatown neighborhood.   Responsibilities include developing, coordinating and overseeing the Chinatown CDC’s overall economic development program including Central Subway, alleyways programming, merchant outreach, Park and Ride and other community planning work as needed.  The position prefers someone who is bilingual in English and Cantonese.

PRIMARY RESPONSIBILITIES:

  • Identify and assess community priorities within San Francisco Chinatown, with particular focus on transportation and economic development
  • Coordinate and organize community input and support for various programs, particularly from the Chinatown merchant community
  • Manage the outreach and marketing component of the Chinatown Park and Ride program
  • Develop economic development programming to enhance the Chinatown Alleyway Improvement Program
  • Monitor business vacancies in Chinatown on a quarterly basis
  • Analyze and draft responses to plans, proposals, or recommendations from the City Planning Department and other city or state agencies
  • Conduct meetings/workshops and provide community education/outreach material to community members and city agencies
  • Assist in advocacy efforts on issues significantly affecting the Chinatown community, particularly the Central Subway
  • Assess impact of proposed citywide projects, specifically on transportation issues, on neighborhood residents and physical environment
  • Liaise with the Mayor’s Office of Economic and Workforce Development, Office of Small Business and the Local Initiatives Support Corporation
  • Collaborate with Program staff and the Program Committee in defining the organization’s position on planning-related issues and in strategizing plan of action
  • Gather, analyze and provide information/statistics on Chinatown neighborhood, such as demographics and trends
  • Assist in writing grant proposals and grant reports to program funders as needed

Senior Planner - Transportation

Job summary:  Chinatown CDC is rebuilding its Planning Team to refocus on community and land use needs in the neighborhood.  The Senior Planner (Transportation) works to develop, coordinate and oversee the Chinatown CDC’s overall transportation program including Central Subway planning, Broadway Streetscape Improvement Project, pedestrian safety programs, and other community planning work as needed. 

PRIMARY RESPONSIBILITIES:

  • Develop, coordinate and oversee Chinatown CDC’s overall transportation program
  • Work with San Francisco MTA to facilitate and represent community input and participation in Central Subway planning including design, community benefits, streetscape improvements, and construction mitigation
  • Work with program staff to coordinate the Broadway Streetscape Improvement Project, and other community planning work as needed
  • Identify and assess community needs within Chinatown, with particular focus on transportation and planning issues (including economic development, neighborhood improvement, etc.)
  • Define and oversee work by interns/volunteers/consultants on planning related activities
  • Give public testimony to City agencies, civic committees, and neighborhood groups as needed
  • Analyze and draft responses to plans, proposals, or recommendations from Department of City Planning and other city or state agencies
  • Conduct meetings/workshops and provide community education/outreach material to community members and city agencies
  • Assist in advocacy efforts on issues significantly affecting Chinatown community
  • Assess impact of proposed citywide projects, specifically on transportation issues, on neighborhood residents and physical environment
  • Collaborate with Program staff and program committee in defining organization’s position on planning-related issues and in strategizing plan of action, particularly in the area of transportation
  • Gather, analyze and provide information/statistics on Chinatown neighborhood, such as demographics and trends
  • Assist in writing grant proposals and grant reports to program funders as needed

Required Skills:

Minimum Qualifications:

  • Proficiency with PC computer systems.
  • Education:  Bachelor’s Degree in urban planning, urban studies, geography, city planning, economics, or related fields, with three (3) years experience in neighborhood planning/organizing, transportation issues, economic development, advocacy/community work, city planning or related field

OR

Master’s Degree in urban planning, urban studies, geography, city planning, economics, or related fields, with one (1) year experience in neighborhood planning/organizing, transportation issues, economic development, advocacy/community work, city planning or related field

Preferred Qualifications:

  • Ability to speak fluently in Cantonese

Physical Requirements:

  • Ability to travel throughout the community

Tenant Services Coordinator

Job summary: The Tenant Services Coordinator provides support to a diverse group of residents, mainly family & youth, living in affordable housing sites.  The position requires a motivated and resourceful individual who is sensitive to resident needs; has excellent service coordination, team-building, and group facilitation skills; and can thrive in a relatively independent environment working with a multidisciplinary team of service providers.

 

PRIMARY RESPONSIBILITIES:

Case Work/ Information and Referral(35%):

  • Conduct intake, orientation, and needs assessment of residents, constructing an appropriate customized services plan that identifies services/benefits that best fit their needs
  • Provide direct services such as case management, information and referrals, and translation assistance
  • Complete detailed case notes, thoroughly documenting referrals, services plans and outcomes
  • Develop on-going cooperative network of government and social service agencies
  • Serve as an advocate and liaison for residents with service agencies and/or property management

Resident Community Building (35%):

  • Implement activities that promote healthy community among residents, facilitating support groups, youth programs, social celebrations, and resident empowerment  
  • Plan and coordinate on-site and off-site social/recreational activities that may include, but not be limited to the following: arts & crafts programming; health, safety, and nutrition workshops; holiday celebrations; outings; financial literacy classes; and youth activities
  • Support resident leadership and empowerment, assisting in the development and establishment of a Resident Council

Administrative (30%):

  • Accurately complete and submit timesheets by deadlines, reporting hours of work performed and allocating time to proper funding sources
  • Complete/maintain service reports, grant reports, activities budgets, program files, and required paperwork
  • Maintain thorough tenant files on all work performed, including intakes, needs assessments, service plans, referrals, and outcomes
  • Assist in grant applications
  • Conduct surveys to assess tenant needs, tabulating survey results to evaluate programs and plan relevant services for the community
  • Create monthly calendar of events and activities, producing outreach flyers and quarterly newsletters
  • Assist in recruiting and supervising volunteers
  • Assist in division and company events
  • Attend appropriate internal and external meetings as assigned by supervisor.  Such meetings may include Tenant Services Team meetings; Programs Staff meetings, Supportive Housing Network meetings, public hearings, service partnership meetings, etc.

Minimum Qualifications:

  • Bachelor's Degree in Social Work or related field OR combination of education/experience in providing case management services and coordinating community resources and social services for individuals and families
  • Experience in community-organizing and community-building, especially working with culturally diverse populations
  • Bi-lingual and bi-literate in Cantonese/Mandarin and English
  • Ability to communicate clearly, in an oral and written fashion
  • Professional commitment to the mission of Chinatown CDC

 

Required Skills:

  • Ability to work with people from ethnically and socio-economically diverse backgrounds
  • Sensitivity to issues facing family and youth populations
  • Ability to troubleshoot and prioritize work

  • Capacity to operate independently and resourcefully, taking initiative and exercising own judgment for majority of work

  • Knowledge of community resources and services, with particular emphasis in family and youth area

Physical Requirements:

  • Must be able to travel to different Chinatown CDC sites within San Francisco.
  • Ability to travel throughout the building and attend meetings throughout the community

  • Ability to set up and clean up facilities for events with occasional lifting and pushing.
