Chinatown Environmental Organizations (CEO) Three community-based groups founded the Chinatown Environmental Organizations Chinatown CDC, Maintrain, and the Chinatown Alleyway Improvement Association (CAIA). Since its inception in 1997, the CEO program, staffed by Chinatown CDC, provides educational outreach and sidewalk cleaning services to merchants and residents of Chinatown. The program also organizes community cleaning events and recruits merchants to subscribe to sidewalk steam cleaning services. Additionally, Chinatown CDC works closely with City agencies such as the Department of Public Works (DPW), the Police Department and the Department of Public Health (DPH) to enforce sanitary codes, advocate for supplementary cleaning services, and other educational activities.
