ELIGIBLE PROPOSERS:
- Experience with performing similar work described for organizations of similar size, scope (business lines), technology, and complexity as CCDC
- Adequate staff capacity to effectively complete the project
- Demonstrated experience completing deliverables on budget and on time
- Demonstrated experience in IT strategy development
- Experience with facilitating discussions about IT strategy
- Experience with implementing an IT strategy at an agency similar to CCDC in size, scope, technology and complexity.
- Experience with performing similar work described for organizations of similar size, scope (business lines), technology, and complexity as CCDC
- Demonstrated experience in IT assessment efforts
- Experience in identifying vulnerabilities, risks, and solutions for agencies similar to CCDC in size, scope, technology and complexity.
- Experience writing IT strategic plans for agencies similar to CCDC in size, scope, technology and complexity.
DESCRIPTION:

The successful proponent will conduct an IT assessment and offer preliminary recommendations to address immediate, short- and long-term vulnerabilities and needs. The successful proponent will then facilitate a process to review the recommendations with CCDC.

The successful proponent will conduct an IT assessment that includes but is not limited to the following areas:

Following the conclusion of the assessment, CCDC should include but not limited to the following deliverables from the successful proponent:
- Inventory and analysis of IT infrastructure and systems, including strengths, gaps, and vulnerabilities
- Analysis of IT staffing structure and resources including strengths, gaps, and vulnerabilities
- Analysis of IT policies and processes, including strengths, gaps, inefficiencies, and vulnerabilities
- Analysis of current IT role in the organization and recommendations on future IT strategy and IT role
- Report of prioritized recommendations for immediate, short- and long-term solutions. The report should include but not limited to the following: solutions for risks that require immediate mitigation; solutions for any identified risks, gaps, inefficiencies and vulnerabilities; opportunities to address unmet needs; and metrics for measuring IT performance. Each recommendation should include viable options, pros and cons of each option, as well as estimated costs and timelines.
- Read and understand CCDC’s Mission and Goals
- Interview key CCDC staff and management, Executive Team, and other stakeholders.
- Research, compare and provide examples of IT systems, structures, processes and strategies of organizations similar to CCDC
- Review and validate information on infrastructure and systems from sources such as previously completed IT assessments
- Review information in existing IT network diagrams
- Research costs of IT solutions
- Regular updates on work progress
Tasks undertaken by the consultant will include but are not limited to the following:
The successful consultant will support CCDC in reviewing and understanding the findings from the assessment as well as the recommendations. The consultant will facilitate discussions with the CCDC staff, Director of Operations, and the CCDC Executive Team in order to agree upon the key recommendations that will serve as the basis for the 5-year IT Strategic Plan. Following approval of the recommendations by CCDC, the consultant will then develop a written IT Strategic Plan to implement the recommendations in Phase 1.

The RFP process will be implemented according to the following schedule. Although every attempt will be made to adhere to the schedule, CCDC reserves the right to modify or alter any or all of the dates at its sole discretion.
