malcolm yeung

Malcolm Yeung - CEO

Malcolm started as CEO on April 10, 2020. Before this, Malcolm served as the Deputy Director of Programs and Policy Manager of Chinatown CDC since 2009. Malcolm graduated from Duke University in 1994 (B.S.), University of Colorado at Boulder in 1997 (M.A. History), and Berkeley Law (J.D.) in 2001. Malcolm first practiced in venture finance and patent litigation at Perkins Coie LLP and then O'Melveny and Meyers LLP before joining the Asian Law Caucus in 2003. In 2011, Malcolm took a brief vacation from Chinatown CDC where he served in the Administration of San Francisco's First Asian American Mayor, the Honorable Edwin M. Lee, for one year to launch Mayor Lee's housing programs. Malcolm was former Co-Chair of the California Coalition on Civil Rights and President of the Asian American Bar Association of the Greater Bay Area. He currently serves on the Boards of the Airport Commission of the City and County of San Francisco, National CAPACD, Rose Pak Community Fund, Chinese Chamber of Commerce, and Chinatown Media and Arts Collaborative. Malcolm likes to tell bad jokes, ride his bike(s) slowly, and torture his two children by making them tell him what a great dad he is. Malcolm is co-editor of a collection of short historical essays, Chinese Americans on the American Frontier, which can only be found in the most exclusive bookstores.


cindy louie

Cindy Louie - Chief Financial Officer

Cindy leads our Fiscal department in managing all financial resources and maintaining fiscal stability of the organization. She joined Chinatown CDC in summer 2017 as Controller, overseeing all aspects of fiscal operation of Chinatown CDC’s corporate level, property management and housing development. Prior to joining Chinatown CDC, she has over 15 years of experience in public accounting at various San Francisco accounting firms specializing in nonprofit and real estate affordable housing. She also spent about 2 years in Hong Kong and China providing audit and assurance services to SEC public companies in various industries. Cindy was born and raised in Hong Kong, and reside in San Francisco since her college years. She holds a B.S. in Business Administration with an emphasis in Accounting from San Francisco State University and a Master in Taxation from Golden Gate University. Cindy is a Certified Public Accountant.


matthias mormino

Matthias Mormino - Chief Operating Officer

As Chief Operating Officer at Chinatown CDC, Matthias is responsible for strengthening internal alignment across the organization, improving systems and processes, and reducing barriers to effective decision-making. His work centers on operational excellence, cross-department coordination, and ensuring strong follow-through so ideas and strategies move from planning to execution in service of Chinatown and the broader community.

Matthias grew up in Europe and brings a global perspective shaped by early work on issues related to globalization and community-driven responses to economic inequality. He began his nonprofit career at Chinatown CDC, working with SRO families across San Francisco to advocate for equitable access to city services and expanded housing opportunities.

Matthias holds a B.A. in Russian Literature and Culture from the University of Perugia and an M.A. in Ethical Finance from the University of Ferrara.


lisa blakely

Lisa Blakely - Chief Strategy Officer

Lisa Blakely serves as the Chief Strategy Officer at Chinatown CDC. She leads organization-wide strategy and alignment during a pivotal period of transformation. Lisa is at the forefront of implementing the Human-Centered Design (HCD) strategic plan and driving scenario planning. She partners closely with organizational leadership and cross-functional teams to ensure that Chinatown CDC remains agile and responsive to emerging needs. Her expertise has been instrumental in crafting actionable plans that support the agency’s mission and long-term vision.

Lisa brings decades of experience spanning both the nonprofit and private sectors. Before working in the social impact sector, she excelled in manufacturing, logistics, and sales operations in the private sector. Leveraging her background, Lisa has spent more than 25 years advancing equity and capacity building in organizations serving communities of color.

She holds a bachelor’s degree in international business with a concentration in Finance from Howard University. She is also a certified coach, massage therapist, and mediator. Lisa is committed to a lifelong journey of learning through applied educational experiences. She enjoys the outdoors, cultural travel, and the life principles that guide her work. Lisa centers Love at the core of her values and approach, generating opportunities for more human connection, space, and grace.


tammy hung

Tammy Hung - Deputy Chief of Community Building and Engagement

Tammy is the Deputy Chief of Community Building and Engagement where she oversees the vision and strategic direction in the organization’s community engagement programs and leadership development work. Tammy joined Chinatown Community Development Center in 2008 and specializes in housing advocacy, resident organizing, and coalition building. She empowers tenants to effectively advocate for community-first policies through educational outreach, and played an integral part in growing the 2700 dues-paying membership of Community Tenants Association, to one of the largest tenant-based grassroots organization in San Francisco. While at Chinatown CDC, Tammy successfully led organizational-wide campaigns to pass numerous ballot measures in San Francisco, such as a Housing Trust Fund to generate $1.2 billion for affordable housing, and more recently, a $600 million housing bond to build affordable housing for seniors, families, and educators. Tammy was born in Hong Kong, grew up in Oakland and graduated from the University of California, Berkeley with a degree in Social Welfare and Legal Studies. She is biliterate in Chinese.


whitney jones

Whitney Jones - Deputy Chief of Community Real Estate

As Deputy Chief of Community Real Estate, Whitney provides leadership in the areas of housing development and the Property Management functions. Whitney has been at Chinatown CDC since 1992, serving as Director of Housing Development for 13 years before assuming his current role in 2020. In his years in Housing Development, he participated in the development of over 2500 units of affordable housing. Before coming to Chinatown CDC, he started in affordable housing with Telesis Corporation in Washington, DC. He is a graduate of LISC’s Housing Development Training Institute and USC’s Bay Area Ross Program for Real Estate, as well as the University of Kansas with a B.A. in English, and UC Berkeley with an M.A. in Geography.
