
Malcolm Yeung - Executive Director
Malcolm started as Executive Director on April 10, 2020. Before this, Malcolm served as the Deputy Director of Programs and Policy Manager of Chinatown CDC since 2009. Malcolm graduated from Duke University in 1994 (B.S.), University of Colorado at Boulder in 1997 (M.A. History), and Berkeley Law (J.D.) in 2001. Malcolm first practiced in venture finance and patent litigation at Perkins Coie LLP and then O'Melveny and Meyers LLP before joining the Asian Law Caucus in 2003. In 2011, Malcolm took a brief vacation from Chinatown CDC where he served in the Administration of San Francisco's First Asian American Mayor, the Honorable Edwin M. Lee, for one year to launch Mayor Lee's housing programs. Malcolm was former Co-Chair of the California Coalition on Civil Rights and President of the Asian American Bar Association of the Greater Bay Area. He currently serves on the Boards of the Airport Commission of the City and County of San Francisco, National CAPACD, Rose Pak Community Fund, Chinese Chamber of Commerce, and Chinatown Media and Arts Collaborative. Malcolm likes to tell bad jokes, ride his bike(s) slowly, and torture his two children by making them tell him what a great dad he is. Malcolm is co-editor of a collection of short historical essays, Chinese Americans on the American Frontier, which can only be found in the most exclusive bookstores.

Tammy Hung - Deputy Director of Programs
Tammy is the Deputy Director of Programs where she oversees the vision and strategic direction in the organization’s community engagement programs and leadership development work. Tammy joined Chinatown Community Development Center in 2008 and specializes in housing advocacy, resident organizing, and coalition building. She empowers tenants to effectively advocate for community-first policies through educational outreach, and played an integral part in growing the 1900 dues-paying membership of Community Tenants Association, to one of the largest tenant-based grassroots organization in San Francisco. While at Chinatown CDC, Tammy successfully led organizational-wide campaigns to pass numerous ballot measures in San Francisco, such as a Housing Trust Fund to generate $1.2 billion for affordable housing, and more recently, a $600 million housing bond to build affordable housing for seniors, families, and educators. Tammy was born in Hong Kong, grew up in Oakland and graduated from the University of California, Berkeley with a degree in Social Welfare and Legal Studies. She is biliterate in Chinese.

Whitney Jones - Deputy Director of Operations
As Deputy Director of Operations, Whitney provides leadership in the areas of housing development and the IT/administrative functions. Whitney has been at Chinatown CDC since 1992, serving as Director of Housing Development for 13 years before assuming his current role in 2020. In his years in Housing Development, he participated in the development of over 2500 units of affordable housing. Before coming to Chinatown CDC, he started in affordable housing with Telesis Corporation in Washington, DC. He is a graduate of LISC’s Housing Development Training Institute and USC’s Bay Area Ross Program for Real Estate, as well as the University of Kansas with a B.A. in English, and UC Berkeley with an M.A. in Geography.

Lisa Blakely - Director of Organizational Development
Appointed Director of Organizational Development January 1, 2021, Lisa has served as a valued member of the Chinatown CDC team for several years. First hired as an independent contractor in 2016 during a period of significant organizational transition, Lisa worked with the team to enhance the technical and administrative capacity of the Resident Services Program; she designed strategies to facilitate program growth and the staffs’ capacity to effectively address the expanding need for access to the supportive services and resources essential to the organization’s rapidly growing diverse portfolio. Before joining Chinatown CDC, Lisa worked for more than 20 years in the non-profit sector, primarily with and on behalf of communities of color, and ten years in the for-profit sector in the manufacturing and international business sectors. Lisa has a bachelor's degree in international business from Howard University, with a concentration in Finance. She enjoys spending time with family experiencing and enjoying the beauty and wonder of the natural world and is much treasured and appreciated by the many friends and family she and her family members have introduced to the joys of outdoor camping and hiking in the beautiful Redwoods of Northern California and the wonders of Big Sur.

Cindy Louie - Chief Financial Officer
Cindy leads our Fiscal department in managing all financial resources and maintaining fiscal stability of the organization. She joined Chinatown CDC in summer 2017 as Controller, overseeing all aspects of fiscal operation of Chinatown CDC’s corporate level, property management and housing development. Prior to joining Chinatown CDC, she has over 15 years of experience in public accounting at various San Francisco accounting firms specializing in nonprofit and real estate affordable housing. She also spent about 2 years in Hong Kong and China providing audit and assurance services to SEC public companies in various industries. Cindy was born and raised in Hong Kong, and reside in San Francisco since her college years. She holds a B.S. in Business Administration with an emphasis in Accounting from San Francisco State University and a Master in Taxation from Golden Gate University. Cindy is a Certified Public Accountant.

Matthias Mormino - Chief of Staff
As Chief of Staff for Chinatown CDC, Matthias is tasked with creating better internal alignment, streamlining, and reducing barriers to decision making while being focused on follow through and moving issues to completion. Matthias grew up in Europe and worked on the issue of globalization and how communities across the world can unite to stand up to unfair and oppressive economic policies. Matthias started his career at Chinatown CDC working with SRO Families across the city to demand access to city services and more housing opportunities. Ever since starting his nonprofit career in San Francisco, Matthias has been involved in the City Budget, from an advocacy standpoint to working at City Hall on the Budget to being a trainer and a former cochair for the Budget Justice coalition. Matthias holds a B.A. in Russian literature and culture from the University of Perugia and a M.A. in Ethical Finance from the University of Ferrara.
